This database provides prison population and capacity for all facilities in Texas. Data are reported for state fiscal years (Sept. 1-Aug 31). 

  • Private PPT = Pre–Parole Transfer Facility.
  • SAFP = Substance Abuse Felony Punishment.
  • Special housing beds are excluded from totals and include solitary, infirmary, pre-hearing detention, and unit transient beds
  • Capacity totals do not include many "shelves" added to single cells in old System I units prior to the Ruiz v. Estelle ruling that incarceration constituted cruel and unusual punishment.  These “shelves” have not used since the Ruiz ruling
  • Bridgeport PPT and East Texas facilities were not owned by the Texas Department of Criminal Justice in 2014; Mineral Wells PPT was not owned by the Texas Department of Criminal Justice in 2013
  • Substance Abuse Felony Punishment (SAFP) beds at the East Texas Treatment Facility (784 beds in 2014 and 840 in 2013) that are temporarily being used for an Intermediate Sanction Facility (ISF) are excluded
  • Hospital beds at Hospital Galveston (365 beds), Young (141 beds), and Montford (98 beds) in 2014 are excluded
  • Hospital beds at Hospital Galveston (365 beds), Young (141 beds), and Montford (98 beds) are not included

Note: The TDCJ implemented the Legislative Budget Board (LBB) methodology for calculating capacity effective June 1, 2011. Beginning in June 2011 capacity is shown as the sum of unit capacities without system adjustments.
