The number of state prisoners in Louisiana per 1,000 population in 2014 was the highest in the nation at 8.18. Delaware was 2nd at 7.43; the U.S. average was 4.24. The lowest is in Massachusetts at 1.59 state prisoners per 1,000 population. Louisiana's rate per 1,000 in 2013 was 8.49, also the highest in the nation.
