The percentage of persons in the U.S. not covered by health insurance anytime during the year fell to 11.7% in 2014, down from a high of 16.3% in 2010. The lowest rate of uninsured was in Massachusetts, where 3.3% were uninsured in 2014. The highest was in Texas at 19.1%.
